A policy is a machine-readable declaration of what an agent is allowed to do: which other agents it may delegate to, which tools it may call, at what rate, and with what guardrails. The policy gate we build evaluates these rules at every delegation boundary. If the agent is outside its declared scope, the request is denied, logged, and optionally escalated — no exceptions based on prompt content.
